Columbia-North Pacific Region Comprehensive Framework Study
A framework is proposed to guide detailed county planning for the best management, use, development, and conservation of water and related land in the Pacific Northwest. The affected states are: Idaho (all except most of Bear Lake, Franklin, and Oneida counties), Montana (West of Continental Divide), Nevada (Elko and Humboldt counties), Oregon (all except southern Klamath County), Utah (Box Elder County), Washington, (all), and Wyoming (Teton, Park, Fremont, Sublette, and Lincoln counties). The environmental impact of the framework plans and programs, if implemented, would consist of: (1) impacts resulting directly from implementation and operation; (2) impacts resulting from use or commitment of water and related land; and (3) impacts resulting from economic activity generated or prohibited.
