Fragmentation In Land-Use Planning and Control
Fragmented land-use controls have contributed to unwholesome competition between the parts of urban areas and have prevented planners from giving attention to needs that could help bind communities together. The pattern of single-function Federal and state programs has contributed to the splintering of urban communities. Political and economic obstacles block the path of needed reforms. Traditional regional approaches such as area-wide zoning and planning should be revised. (Author)
