The Improvements of U.S. Highway 77 in Cowley County From the North Urban Limits of Winfield, North Approximately 16 Miles to the Cowley-Butler County Line
The project proposes upgrading 16.0 miles of U.S. Highway 77 from the North Urban Limits of Winfield, north to the Cowley-Butler County Line including right of way, grading, surfacing, bridges and all other construction necessary to provide a modern, safe facility. The new highway will provide a facility with higher capacity, increased mobility, and safer traffic movement. It is anticipated that the improvement would divert some local traffic from heavily overloaded county secondary roads. However, the project will necessitate adverse environmental effects which cannot be avoided: Land will be taken from private use and used for highway right of way; contractors' activities will result in temporary noise, air and surface water pollution; new areas will be exposed to automotive emissions; natural growth and wildlife cover will be lost; resources will be permanently committed.
