The report contains two components: plans and policies for residential land use and a plan for residential rehabilitation. The first section puts forth a series of policies related to reinforcement of identifiable communities and new growth areas. The second section of the report evaluates those residential developments which are identified in the previous section of the report as growth areas or identifiable communities in terms of (1) the extent of residential deterioration, (2) the need for renewal treatment, and (3) the type and timing of treatment.
