The project concerns plans for filling and bulkheading along the Manhattan waterfront of the Hudson River. There are no known adverse environmental effects from the proposed bulkheading and filling other than turbidity of the waters at and adjacent to the project during the period of construction. The principal public argument against the total project is that it will further increase the demand on transportation facilities in lower Manhattan.
