Design Guidelines and Other Considerations for Strategic Arterial Streets
The overall objective of Study 1107 is to discover an alternative means of increasing the supply of high-quality traffic service in urban areas. Urban freeways have, for a variety of reasons, become overloaded and difficult to augment. A plausible alternative is to improve the quality and scope of the urban arterial street system so that the streets can supplement the services furnished by the freeway system. For the purposes of the study, the improved urban arterial streets are designated as strategic arterial streets (SAS). The concept of the SAS addressed in the study is that of streets providing a higher level of traffic service and productivity than existing urban arterial streets but less than that afforded by freeways. Systems analysis shows that if arterial streets operate at higher speeds and have sufficient capacity, they can divert significant amounts of traffic from freeways. The guidelines presented in the report (1107-4) address the principal factors which affect the quality of service and productivity of these streets. The principal factors are geometric design, control of access, and operational controls.
