The plan is a review of the existing structure of criminal justice programs in the ten counties of Alexander, Franklin, Jackson, Jefferson, Johnson, Massac, Perry, Pulaski, Union, and Williamson and a review of the status of these programs in relationship to emerging national, state, and regional changes in the criminal justice system.
