Commercial and residential development immediately outside the corporate boundaries of the city of Washington has occurred during the last decade. This growth has been largely uncontrolled, haphazard and has taken place on all sides of the community. In this report, recommendations concerning annexation are based on the financial capabilities of Washington to provide the necessary services to the urban fringe areas. (Author)
