The report describes the proposal for the construction of the Heckle By-Pass from S.C. Rt. 322 to S.C. Rt. 161, a distance of approximately 4.5 miles, on the outskirts of the city of Rock Hill in York County, South Carolina. The environmental impacts of construction will improve traffic in and around the western sector of the city of Rock Hill; result in the displacement of 8-12 residences; some inconvenience to traffic, and some dust and noise pollution during construction; and air pollution from automobile emissions.
