Health Service Facilities Planning and Design. A Guidebook. Part 1
Guidelines are presented in the first of a two-part report on the planning and design of health service facilities in Austrailia. The focus of the report is on administrative, nursing, and medical members of planning teams that are involved in health service facility building and design. Three major issues are involved in health service facility planning and design: (1) what uses people make of buildings; (2) what forms of buildings or equipment best suit the activities they are expected to serve; and (3) what type of organization is needed to construct useful and efficient buildings. Buildings for health and welfare service activities range from large and complex institutions to temporary facilities used by baby health centers or physician consulting rooms. Administrative problems associated with the planning and design of buildings are discussed. Six approaches affecting health facility planning are discussed -- communication, production, administration, investigation, design, and application. The planning process for building development is detailed. The context of building planning is examined in terms of historical and geographical influences and national, regional, local planning, and design implications. Planning needs and resources are identified. Organization, growth and change, layout, and siting aspects of building provision and location planning are addressed. A logistics system design is described that encompasses supply, traffic, and communication. Consideration is given in the guidelines to environmental design, installation design, and building project administration.
