Coalition Planning with a Small 'c'
The relationship of urban coalition activities to those of a comprehensive health planning council is described. The nature and scope of the National Urban Coalition and the Greater Miami Coalition is discussed, and the relationship of the Comprehensive Health Planning Council of South Florida to both the Greater Miami Coalition and the Dade County Planning Department is identified. Planning frames of reference are identified for the health planner, the social planner, and the physical (urban) planner, and three alternative methods of structuring urban planning in a large metropolitan area are examined. After examination, two of the alternatives are discarded, and emphasis is placed on planning with a small 'c' -- the conscious development of rational means of effectively linking groups that are involved in various facets of planning at the local level. The importance of goal determination in urban planning is stressed, with the necessity of merging the efforts of community agencies rather than dissipating them in competing and conflicting activities. Attachments provide suggestions for organizational structure for a Comprehensive Regional Planning Council, and inter-organizational relationships of the Health Planning Council.
