The Housing Element consists of a comprehensive analysis of existing housing conditions and problems within Collinsville and the major obstacles which are preventing or hampering housing improvement and development. The report presents a proposal for future planning activities related to housing, and a 5-year housing implementation program designed to alleviate and improve substandard housing and to provide needed housing units, especially for low and moderate income families. The Community Improvement Program was formulated mainly to provide the town with a program designed to meet the immediate and short range planning and development needs within the community. (Author)
