New York State Appalachian Development Plan
This 20-year development plan for the New York Appalachian Area combines three elements of modern comprehensive planning -- the physical, economic and social -- to provide a guide for state, regional and local agencies as well as the private sector in planning developmental programs for the 14-county area. The plan proposes a 1990 population settlement pattern, a supporting land use pattern with connecting transportation corridors, and stresses human and economic development. It also recommends careful and efficient use of the natural resources of the area, balancing human and ecological needs. Preservation of prime agricultural lands and other unique lands from urban encroachment is proposed. (Author)
