A distinction is made between normative and positive theories of planning in this compilation intended primarily for planning students and planning practitioners. The difference between theory in planning and planning theory is discussed. Frameworks for studying the theory of planning are described. Planning is defined as a process for determining appropriate future action through a sequence of choices. The environment and purposes of planning are addressed, as are the characteristics. The roles of value formulation, means identification, and effectuation in the planning process are considered. The ideology of planning is explored, with particular emphasis on sociological considerations in planning. Comprehensive planning is examined, and goals of such planning are delineated. The effect of bureaucracy, politics, personalities, advocacy, and pluralism on planning is assessed. Positive theories of planning are detailed. Attention is given to the facet design approach to planning and to community decision behavior as the culture of planning. A conceptual model is described for the analysis of planning behavior.
