Regional Transportation Study Design for a Continuing Planning Process
The report proposes the development of a comprehensive inter-modal transportation plan and program. It is an approach which builds upon previous significant continuing transportation planning process efforts for highways, mass transit, airports, etc., in Erie and Niagara Counties, New York. It further proposes that the comprehensive inter-modal transportation plan be integrated with other areawide plans and programs to comprise the metropolitan growth policy for the two county area. The proposed planning process will incorporate social, economic, environmental, land use, and urban design issues along with transportation needs to determine the feasibility of various multi-mode alternatives.
