This dam was inspected on 6 November 1979 by Anderson-Nichols and Company, Inc. under contract to the State of New Jersey. The State, under agreement with the U.S. Army Engineer District, Philadelphia, had this inspection performed in accordance with the National Dam Inspection Act, Public Law 92-367. Youngs Pond Dam, a high hazard potential structure, is judged to be in fair overall condition. The spillway is considered seriously inadequate because a flow equivalent to nine percent of the Probable Maximum Flood (PMF) would cause the dam to be overtopped. The seriously inadequate spillway is assessed as an UNSAFE, non-emergency condition, until more detailed studies prove otherwise or corrective measures are completed. The classification of UNSAFE applied to a dam because of a seriously inadequate spillway is not meant to indicate the same degree of emergency as would be associated with an UNSAFE classification applied for a structural deficiency. It does mean, however, that based on an initial screening, and preliminary computations, there appears to be a serious deficiency in spillway capacity so that if a severe storm were to occur, overtopping and failure of the dam would take place, significantly increasing the hazard of loss of life downstream from the dam.
