The report suggests means by which legal relationships and responsibilities of urban residents to each other may be worked out. The Model State Housing Societies Law is designed to authorize and encourage the formation of neighborhood housing organizations to enforce housing standards, to provide regular exterior and major interior maintenance, to own and maintain common areas and facilities, and to sponsor new or rehabilitated housing at low or moderate cost. The Housing Societies would be organized as nonprofit corporations and would exercise their powers by means of their bylaws, which would be in the form of covenants running with the land, imposed on member properties.
