The LENOWISCO Initial Housing Element examines the housing conditions of the District not only as a study of individual units of shelter, but also inasmuch as these units are closely related to the presence or lack of certain basic community facilities and social services. The actual condition of the housing unit was considered strongly indicative of the economic and social condition of its occupant. Consequently, the examination and locating substandard units has done much to pinpoint areas of serious social and economic need. (Author)
