System of Pavement Management Concepts
A variety of concepts are associated with pavement management and a number of formulations have been offered to address different aspects of the problem numerically. The report suggests a systematic structure of concepts in symbolic terms with a view to the mathematic interpretation of the hierarchy of pavement management problems. Pavement management is defined in terms of the normally accepted functions of management and pavement management systems are interpreted to be associated with those of planning. The pavement management system is consequently modeled in terms of a feedback-control system from which the various relations appropriate to the different levels of planning are defined. The relations are illustrated by examples from the literature in which widely differing approaches are often displayed. In conclusion considerations of other management functions with respect to pavement management and pavement management systems are briefly discussed.
