Urban Transport and Settlement Policies: Towards More Affordable and Development-Oriented Approaches
Urban transport and settlement policies in South Africa have up to recently been characterized by an obsession to prevent or eliminate typical Third World levels of urban concentration and housing standards. This led to increasingly unaffordable cost levels and dissatisfaction, and artificial urban structures not conducive to self-generated Black employment and development. Not surprisingly, a more affordable and development-oriented urban transport and settlement policy is now being propagated. Such a policy should attempt to eliminate wasteful restrictions and expenditures, and promote more compact urban structures, as well as the small business or informal urban transport and housing sectors.
