The promise of the public housing system in 2000 is the same as it was when it began in 1937 providing a safe and decent home, a healthy environment to raise children, and opportunities for a better way of life. While most public housing is a great success, sadly, a small percentage did not live up to that promise. Large high-rises and barracks-type housing in cities like Chicago, Dallas, Baltimore, and New Orleans became havens of crime, drug use, poverty, and despair.
