Census Quality Management Through Strategic Planning (CQM) (Bureau of the Census)
The new plan (Strategic Plan III) is carefully designed to incorporate Census Quality Management (CQM) principles, such as recognizing the customers, both internal and external; striving for continuous improvement; working together across functional lines; empowering Census Bureau staff; and opening channels of communication at all levels. The Strategic Planning Committee adopted 10 strategic goals after extensive consultation and review within the Census Bureau, including inputs from the CQM Steering Committee.
