The paper reviews the American housing problems and the effectiveness of federal, state, and local government programs. Emphasis is on the nature and extent of racial discrimination in urban housing markets. In the author's opinion, the first objective of federal housing policy should be to open suburban housing to minority households. This would reduce the problem of central city slums, and encourage middle and higher income whites to move to the city; this would also decrease commuting time and cost. The city education systems would improve as well. The move to decentralize the Negro population would begin to remove discrimination barriers facing Negroes in renting, buying, and mortgaging.
