Proposed HUD Legislation to Provide Federal Insurance for Lending Institution with Respect to Loans Made to Restore Historic Residential Properties
The proposed legislation would create a special category of loan insurance for the restoration of historic residential structures. The increased term and greater upper limit to be provided for historic properties correspond to the greater costs of restoring older buildings. Insofar as lending institutions make use of the proposed new authority, the effect may be the preservation of historic buildings which otherwise might deteriorate or be replaced. One possible adverse effect could be the diversion of the resources of lending institutions from commitment to other socially desirable objectives to historic preservation. This would appear to be a remote possibility. (Author)
