Since the city of Girard, Ohio, has been losing general commercial activity within its CBD, and does not have suburban commercial complexes within the corporate limits, a plan calls for new emphasis on retaining as much of the commercial activity as possible, promoting additional activity; and, more importantly, creating a service and governmental center for the city. The plan is based on concepts geared to citizen involvement and a continuing planning program.
