The report gives the background and accomplishments of the Wilkes-Barre area which was severely flooded by Tropical Storm Agnes in January of 1972. The Wilkes-Barre Redevelopment Authority conducted a survey to determine the extent of damages to buildings, personal property and etc. The city was designated eligible to receive state and Federal aid to aid in their recovery efforts. The Bureau of Flood Recovery became a reality on September 18, 1972 when the Technical Assistance Grant was approved and implemented.
