A wide range of factors could be thought to have combined to bring the changing pattern of urbanization from concentration to decentralization - intermetropolitan dispersion as well as intra-metropolitan decentralization. The growth and decline of industries have directly influenced on the rise and fall of some towns. Concerning public policy, regional development policy have to some extent given the impact on the growth of some cities, though it has encouraged suburbanization through constructing the dormitory towns called New Towns. Rise in land prices have certainly given a great impact on Japanese urban society and together with this rise in real income must be considered as one of the most important factors explaining the urbanization process after the War. The object of this paper is to raise possible hypotheses to explain the change in Japanese urban system.
