The City of Seattle, Washington, filed an application for license on January 2, 1970, to continue operation of the Newhalem Creek Project located on Newhalem Creek, a tributary of the Skagit River in Whatcom County, Washington. A 10-foot high diversion dam located about 1 1/2 miles above the Creek's mouth diverts from 20 c.f.s. to 65 c.f.s. to a powershouse 3,300 feet downstream from the dam. The continued operation of the project was determined not to impose any additional environmental impact on the area. The dam, used to divert water for power generation, does not form a reservoir or impound the stream beyond its banks. Wildlife habitat and water quality are not changed by the project or its operation.
