The project begins west of Cedar Butte and extends along Highway 40 approximately eight miles. The present highway is an old narrow road, with very poor sight distance, and some sharp dangerous curves. This construction is not going to displace any people or affect any personal property. Dust, noise and the general construction procedures in the building of a new highway are temporary adverse effects, which cannot be avoided.
