The availability of housing within the economic means of all the communities' residents is the prime goal of the Housing Element. Although substantially all of the city's housing is in sound condition, certain spot improvements are noted. The economic and social characteristics of the city's residents are investigated so as to determine the type of housing required. Using modern survey and projection techniques, a comprehensive plan for housing and its location and rehabilitation is developed. (Author)
