Urban traffic congestion is a major transportation issue with daily costs of delay in the United States on the freeway system exceeding $1.2 billion. HOV (High Occupancy Vehicle) lanes can be implemented quickly, are inexpensive to build, have high theoretical capacity to move people, and thereby provide a means of accommodating travel growth. The report describes approaches used by several U.S. and Canadian cities (Houston, Texas; Seattle, Washington; Ottawa, Ontario; Orange County and Los Angeles, California; Minneapolis, Minnesota) in planning, designing, and operating these facilities.
