Examination of available documents and visual inspection of the dam and appurtenant structures did not reveal any conditions which constitute an immediate hazard to human life or property. Using the Corps of engineers' screening criteria, it has been determined that the dam would be overtopped for all storms exceeding 33 percent of the Probable Maximum Flood (PMF). Therefore, the spillway is adjudged as 'seriously inadequate' and the dam is assessed as 'unsafe, non-emergency.' Structural stability analyses based on available information, indicate that factors of safety against overturning are generally low, and the locations of the resultants fall outside of the middle 1/3. The factor of safety against sliding was less than the recommended value of 3 for Cases 3 and 4. Therefore, when the dam is subjected to severe loading conditions such as a 1/2 PMF of PMF event, the factors of safety fall to below critical levels.
