Federal Housing Administration (FHA) Activity in Older, Declining Urban Areas: Evaluation Site Selection
This paper develops and implements a methodology for selecting sites to be surveyed in the evaluation of Federal Housing Administration (FHA) activity in older, declining urban areas. The assumption is that the site selection objective is to choose metropolitan areas that are representative in terms of their housing and mortgage market characteristics and, thus, the FHA's effects. The approach for selecting sites is based on a comprehensive model of the determinants of FHA activity, mortgage credit, and urban housing markets. The urban area typology developed by Keeler and Rogers was chosen. The 125 largest Standard Metropolitan Statistical Areas (SMSA's) were partitioned into 10 clusters, with as few as 5 and as many as 20 cities in a cluster. The cities were selected on the basis of the ratio of all FHA single - family activity in the central city to an estimate of turnover in the central city owner - occupied housing stock. The final filter consisted of choosing the three or four cities in each cluster that both had a significant FHA impact and were representative of their cluster and then ranking them on the basis of the preferred tradeoff between impact and representativeness. The 10 preferred cities are Birmingham, Ala.; Memphis, Tenn.; Las Vegas, Nev.; San Diego, Calif.; Tampa, Fla.; Cleveland, Ohio; Buffalo and Albany, N.Y.; South Bend, Ind.; and Albuquerque, N. Mex.
