The purpose of Work Order No. 98-32-16 is to develop design and use guidelines for inclusion in Design Manual Part 2 (pavements) or 4 (structures) as appropriate and revise an existing specification, standard special provision, or provisional special provision or develop a new document for both conventional and High Performance Concrete (HPC) in standard Department format that allows the use of SNFRCC in highway construction applications. The new documents are to be supported by a current literature search, literature review, contacts and investigation of recent applications of SNFRCC in the City of Philadelphia, Port Authority of Allegheny County, and other highway agencies. A second objective is to update and format the previously developed design and use guidelines and standard special provision for steel fiber reinforced cement concrete for inclusion in Design Manual Part 4 for both conventional and HPC full depth and overlay bridge deck applications. Steel fiber reinforcement is supported by past Department research reports and applications in bridge decks within the Department and the Pennsylvania Turnpike Commission.
