Levee Rehabilitation Cockreham Island Levee, Skagit River, Skagit County, Washington. Supplemental Environmental Assessment
The US Army Corps of Engineers, Seattle District (Corps), in concert with Skagit County Public Works is proposing to repair additional damage to the Cockreham Island levee on the Skagit River near the city of Hamilton, Skagit County, Washington. The levee is a non-Federal structure, maintained by Skagit County which is eligible for repair under the provisions of the Public Law (PL) 84-99 Rehabilitation and Inspection Program (RIP). The proposed project is scheduled to be conducted during summer 2013. Major flooding occurred on the Skagit River in November 2006 with a 15-year flood event occurring at the Mount Vernon gauge peaking at 2000 hours on 7 November 2006. Damages to the Cockreham Island levee include the loss of scour protection and slumping of the levee crown. The 300 linear foot (LF) repair section as detailed in the August 2012 Finding of No Significant Impact and supporting Final Environmental Assessment (EA) Levee Rehabilitation, Cockreham Island Levee, Skagit River, was repaired during summer 2012. During the clearing and grubbing for the repair construction, additional damage was identified immediately adjacent to the repair area to the upstream (50 LF) and downstream (150 LF). This Draft Supplemental EA (SEA) evaluates the additional repair length to the Cockreham Island levee. Additionally, a mitigation project has been developed within the Cumberland Peninsula on the left bank of the Skagit River opposite the Cockreham Island levee. The mitigation project goal is to restore the historical alignment of Cumberland Creek. The repair sites and mitigation are proposed for the 2013 construction season.
