The legality of the Commission's use of HUD's Section 8 housing assistance funds for the facility acquisition was assessed possible alternative facilities that were available at the time to determine whether the Commission obtained the best possible deal were identified; and the Housing Commission's policies and practices for acquiring and equipping the facility were observed.
