Most chip seals in Oregon have been constructed using an emulsified asphalt binder. However, chip seals using an asphalt cement (hot oil) binder have been tried in limited situations in Oregon. This report includes a literature review and summarizes the construction and short term performance of asphalt cement chip seals constructed during the summer of 1999 in Lane, Clackamas, Lincoln and Deschutes Counties.
