This study is one of a series dealing with the problems of civil defense organization. The initial report presented a broad analysis of civil defense systems at the regional, state, and local levels. The present study concentrates on civil defense emergency organization in a large metropolitan area where the fragmentation of local government and the concentration of population greatly complicate the task of forming an effective civil defense organization. The objective of the study is to formulate and evaluate alternative organizational structures for the conduct of civil defense operations. The alternatives postulated in the study differ according to the pattern of authority and the manner in which operational activity would be managed during an actual civil defense emergency. (Author)
