Chapter 1 sets forth general requirements for applying the analysis and design provisions contained in Chapters 2 through 14 of the NEHRP Recommended Provisions for Seismic Regulations for New Buildings and Other Structures. It is similar to what might be incorporated in a code as administrative regulations. Chapter 1 is designed to be as compatible as possible with normal code administrative provisions (especially as exemplified by the three national model codes), but it is written as the guide to use of the rest of the document, not as a regulatory mechanism.
