The EIS concerns the Lower Des Plaines Tunnel System which consists of one waste treatment plant and one main storage reservoir. The tunnel system will reduce the pollutant load currently discharged to Chicago's waterways. Adverse effects include rock spillage, temporary public annoyance during construction and possible groundwater infiltration or wastewater infiltration.
