Roosevelt City Comprehensive Plan
Essentially, the Plan is developed in three broad sections, (1) Research and Analysis (2) Plan Formulation, and (3) Plan Effectuation. The first, research and analysis, includes the collection of all relevant information concerning the area, the evaluation of this information to determine its relation to planning, and the forecasting of basic data such as employment and population. Second, plan formulation, includes an enumeration of critical assumptions affecting the future development of the area; the establishment of objectives, standards, planning concepts, and policies; and proposals for the physical elements of the plan. Each of these tasks are done by functional, areas such as land use, transportation, and community facilities. Finally, plan effectuation, sets forth measures for implementing all phases of the Comprehensive Plan. (Author)
