Soviet New Towns: Housing and National Urban Growth Policy
The background of this report are two trips to the Soviet Union in 1974 and 1976. The first was taken under the US-USSR agreement on the Protection of the Environment and the second was taken under the US-USSR agreement on housing and other construction. This paper seeks to examine one area of US-USSR cooperation, i.e. new towns, in more depth than has characterized many exchanges. The report is divided into five major sections: National urban growth policy; Organization of planning and development control; Regional, town scale and neighborhood planning and development; Housing. Both old and more modern new towns are examined.
