The city was divided into four neighborhoods or sub areas for which data were gathered and analyzed according to land use, structural condition, environmental condition and socio-economic condition. With these existing conditions as a base, an evaluation of the causes (or contributing factors) of blight and recommendations for the improvement or prevention of blighted areas were made for each study area.
