A platform for research: civil engineering, architecture and urbanism
The research we present here examines whether zoning by local governments limits the development of multifamily and higher-density housing. The work is motivated by concerns that local governments use zoning to exclude affordable housing and potential occupants of that housing. Exclusionary and affordable are value-laden terms, however, and difficult to define objectively. For this reason, we limit our evaluation to the effects of zoning on housing density and type. Because higher-density and multifamily housing are generally more affordable than low-density, singlefamily housing, zoning barriers to higher-density and multifamily housing are likely also barriers to housing affordability.
