Efficiency Impacts of Cost Sharing on Shoreline Management
The nation's shorelines are being eroded by high winds and waves. Nonfederal interests have traditionally received federal help in the form of cost sharing for protective structures. This article describes, compares, and evaluates existing and alternative costsharing rules for shoreline protection on the basis of economic efficiency. Both engineering and management techniques are examined for beach erosion, hurricane, and emergency coastal flood protection.
