National Dam Safety Program. Popolopen Lake Dam (Inventory Number 768), Phase I Inspection Report
This report provides information and analysis on the physical condition of the dam as of the report date. Information and analysis are based on visual inspection of the dam by the performing organization. Examinations of the available documents and visual inspection of the Popolopen Lake Dam did not reveal any conditions which are unsafe. Using the Corps of Engineers screening criteria for initial review of spillway adequacy, it has been determined that the concrete dam would be overtopped for all storms exceeding approximately 12.2 percent of the Standard Project Flood. It is estimated that the abutments would be overtopped by 1.68 feet during the Standard Project Flood; however, since the dam is located in a valley with rock Abutments, overtopping will cause neither significant erosion nor undermine the foundation of the dam. Although the spillway capacity is inadequate from a hydraulic and hydrologic standpoint, the inadequacy will not affect the safety of the dam. No remedial measures are required to assure the safety of the dam at the present time; however, certain measures are recommended as follow: (1) Repair eroded zones in portion of the embankment, (2) Remove trees from toe of the dam, (3) Repair intakes of regulating outlets, (4) Prepare an O & M manual and establish a program of periodic inspections, and (5) Monitor seepage areas on the concrete facing of dam and spillway.
