Summary of the FHWA Contract Administration Techniques for Quality Enhancement Study Tour (CATQEST). International Technology, FHWA's Scanning Program
There is an ongoing effort in the United States to promote the enhancement of the quality of highways. Generally, European countries have been credited with having high-quality highways. Consequently, our pursuit quality has results in several study tours of European countries by highway officials and industry representatives from the United States. Two of these tours looked specifically at asphalt and concrete pavements. While the objective of these tours were to study technical design and construction parameters and product performance, the studies also identified contract administration practices that were possibly linked to quality of European highways.
