The paper covers two main themes. The first theme considers what should be done about branch libraries, in the rapidly changing conditions of today, for the greater efficiency and economy of library service. The author suggests that there are too many small branch libraries in the towns and cities in England. The author recommends that the library authorities should concentrate their resources solely for the improvement of the large district libraries, those which are located in obviously important sub-areas, far enough from the town center to warrant their existence. Small, ineffective, badly situated branch libraries should be closed. The second theme considers how librarians can plan library service for the future in the forthcoming local government revolution.
