Partial Lighting of Interchanges

This report documents and presents the results of a study of the effectiveness of partial lighting of freeway interchanges. The study consisted of a literature review; a survey of freeway interchange lighting practices in North America; two observational experiments to determine the effect of no lighting, complete lighting, and various partial lighting configurations on surrogate measures of traffic operations at two freeway interchanges; and photometric measurements of the quality of the various lighting configurations. The results indicated that complete interchange lighting performs better than any of the partial lighting configurations, and all types of lighting normally perform better than no lighting at freeway interchanges.
