The brochure summarizes the main statements of a lecture on the new Thermal Insulation Ordinance and the applications of hard foamed polyurethane. More low-consumption buildings will have to be constructed in the future, but the goal of CO(sub 2) reduction set by the Federal Government will not be achieved unless older buildings will be modified as well. Low-consumption buildings necessitate competent planning, for which there should be financial rewards.
